Ombudsman may be defined as a government institution established to examine complaints of inefficient administration, corruption and unjustified treatment by over-zealous public or offices against citizens. May I also tell you that another name for ombudsman is public complaint commission. It was first established in Sweden in 1809 , and later in Nigeria in 1975 precisely in October.
This body is saddled with the responsibility of attending to the complaints of citizens of how they are being maltreated by government administrators. They have a very crucial job to perform, as the wellbeing of the citizen is their no one task.
FUNCTIONS/ IMPORTANCE OF OMBUDSMAN.
These are some of the reason for the establishment of ombudsman both in Nigeria context and other part of the world.
Complaints and problems. They examine issues brought to them by citizen who has been cheated in one way or the other.
Cases of inefficiency, malfunction or bad leadership of those in authority.
Persecution; its also the responsibility of ombudsman to see that public office holders whose behaviors are not in conformity with set standards are sued for misappropriation and other related misconducts.
Investing corrupt practices.

In carrying out this precious duties of theirs , they have some obstacles, we will in the course of this class refer as limitations to the powers of the ombudsman.

No power to question, this affects its workability, because it can not change the decision of a court when administered.
Its inability to investigate the activities of top officials in government. It can only investigate the activities of the lower officials, but governors and ministers, it can not investigate misconducts involving them.
Lastly , is the fact that they can not enforce issues , but can investigate and make recommendations.it therefore, becomes a hindrance hindering their ability to function properly.
